摘  要:发包人如何在工程量清单计价体系下进行评标是目前亟需解决的问题。在借鉴已有评标体系的基础上,重新构建了适应工程量清单计价方式的水利水电工程施工评标体系。评标指标体系包含5个二级指标和17个三级指标,从组织保证、技术保证、目标承诺、企业信用和企业资质五个方面评价投标人未来的履约能力。将灰色系统理论引入到评标中,通过计算各投标人方案的灰色加权关联度,对其相对优劣性进行排序,从而挑选出最佳投标人。最后结合实例,详细介绍了灰色评标模型的计算方法和步骤。实践证明,该评标模型计算简单、通俗易懂,具有较强的应用价值。The problem of bidding evaluation is urgently needed to solve under engineering quantity list valuation.First,on the basis of the existing evaluation system,bidding evaluation system of water resources and hydropower projects is reconstructed which is adapted to the bill-of-quantity model.There are 5 two-stage indicators and 17 three-stage indicators in the bidding evaluation indicators system.The future performance capabilities of the bidders could be evaluated from five aspects,including organization assurance,technical assurance,goal commitment,enterprise credit and enterprise qualification.And then the grey system theory is introduced into the evaluation system.Following by this,the best bidder could be selected by the way of calculating the weighted gray relation degree of all bidders and arranging the relative strengths and weaknesses.Finally,a case is used to introduce the calculation method and procedure of gray evaluation model in detail.The practice has demonstrated that the evaluation model is simple,practical and easy to be understood.
