河北省建立“三条红线”有关问题的探讨

摘　　要：根据国家实行最严格水资源管理制度和建立"三条红线"要求,从河北省水资源状况出发,分析了用水总量(地下水)、用水效率、水功能纳污能力这"三条红线"在划定过程中应注意的几个问题,指出应利用系统的观点,统筹规划,建立科学合理的红线指标,把最严格水资源管理制度落到实处,促进经济社会又好又快发展。This paper analyzes several problems about delineating the three red line include the total volume of water , water efficiency and water pollutant capacity red line based on the requirement of the most strict water resources management system , the ＂Three Red Lines＂ and water resources status in Hebei Province. The scientific and rational red-line indexes should be established by using system view to implement the most strict water resources management system and promote sound and rapid economic and social development.
