新时期农村基层组织权力架构及运作机制浅析——以山西同朔地区为例

摘　　要：现阶段农村基层组织存在的根本问题是体制弊端,机制蹩足,"两委"权力来源及其运作规则矛盾。新时期经济社会发展对基层组织提出了新要求,农村基层组织权力架构及其运作机制的部分失范,使得加强农村基层组织建设既是巩固党在农村的执政基础、加快社会主义新农村建设的需要,更是彻底解决"三农"问题、全面建设小康社会的需要。At present,the fundamental problems of rural grass-root organizations are system defects, unperfected mechanism and con- flicts between power sources of “two committees” and operation rules. Economic and social development in the new era puts forward new requirements for grass-root organizations, the partly loss of power structure and operation mechanism of rural grassl root organiza- tions requirs us to strengthen the construction of rural grass-root organizations, which is the foundation for consolidating the Party＇s ruling position in rural areas, the need for speeding up the construction of new socialist countryside, as well as the requirement for completely solving “three-agriculture issue” and comprehensively building well-off society.
