摘　　要：中国城市社会的发展模式已经到来。处在中国现代化发展进程前列的江苏省如何进一步提升现代化的水平并创造"均好性现代化",尤其是如何提升发展程度较为薄弱的沿海城市集群的能级水平,越来越成为一个紧迫的问题。基于此,从全球竞争力需要和江苏省沿海区域创新发展出发,并将现代化理论与城市化理论两大视角结合,提出了针对江苏沿海城市区域的创新发展战略,试图将理论创新与解决方案式研究有机整合。The development pattern of the urban society of China has taken shape. How will Jiangsu Province, leading China＇ s modernization process, further enhances the level of modernization and create an ＂even modernization＂ , especially how will it improves the capacity of the coastal city cluste~ that are relatively under-developed is becoming a more and more urgent problem. Therefore, by taking the necessity of global competition and the regional innovative development of the coastal areas of Jiangsu Province into account and combining the modernization theory and urbanization theory, the Article proposes an innovative development strategy for the coastal areas of Jiangsu Province and attempts to organically integrate theoretical innovation and solution research.
