陕西农村重大群体性事件源头及预防处置策略

摘　　要：转型期陕西农村重大群体性事件呈多发趋势,究其源头有社会原因、制度原因,也有当事人法治意识淡漠的主观原因,但从根本上说是由于基层干部的官僚主义,办事拖沓,不作为,致使一些农民合法权益受到侵害,问题不能及时得到解决,由小事情演变成群体性大事件。虽然其呈现多发性态势,由单纯泄愤型或经济诉求型向经济政治复合诉求型转变趋势,但它不是要推翻党和政府,而是迫使政府满足自身诉求,应属于人民内部矛盾。只有从源头上预防和处置,构建农村重大群体性事件源头阻断机制,畅通农民利益表达渠道,建设透明公正的基层民主制度,加强农民法律意识教育与养成,完善农村社会矛盾冲突化解制度,强化重大事件源头预防、预警、预控,才能杜绝群体性事件的发生从而及时处置。In the transition period rural major mass incidents showed multiple trends in Shaanxi Province.The source of the incidents are from social reasons,institutional reasons,as well as farmers＇indifferent awareness of law,and many other reasons,but fundamentally due to the bureaucracy of the grassroots officials,the act of procrastination,omissions,resulting in the infringed some farmers＇ legitimate rights and interests,the problem can not be resolved in a timely manner,the big event evolved into the group by the little things.Render multiple trend simply to vent their anger type or economic aspirations type changes in the economic and political the composite aspirations type trend,but it is not to overthrow the party and the government,but to force the government to meet their demands,should belong to the people＇s internal contradictions.Only prevention and disposal from the source,build rural the significant mass incidents source blocking mechanism,smooth channels of expression of the interests of farmers,to build a transparent and fair system of grass-roots democracy,strengthen the farmers＇ legal awareness education and to develop and perfect the system of rural conflict to resolve social contradictions,strengthening the source of prevention,early warning,pre-control,in order to prevent the occurrence of mass incidents timely disposal of major events.
