摘　　要：政府技术采购评估已成为推动技术创新的重要政策工具之一,成本效能评估能有效适用于政府技术采购行为。通过确定评估目标、评估内容和指标体系,引入生命周期成本理念综合计算政府技术采购成本,并设立效能评估模型,对政府技术采购的成本效能进行综合评估。在此过程中需关注成本效能的量化、政府采购政策的衔接以及评估方法的标准化问题,强化制度保证,实现政府技术采购成本效能评估的普遍应用。Government technology procurement evaluation has become a powerful tool to promote technology innovation. Cost - effec- tiveness evaluation can effectively suitable for government technology purchasing behavior. This paper introduces the concept of life cycle cost to integrated calculate government technology purchasing cost by determining evaluation goal, evaluation contents and index system. Then, it establishes an effectiveness evaluation model for comprehensive evalua- tion of cost effectiveness of government technology procurement. In this process, we need to pay attention to the quanti- zation of cost efficiency, the cohesion of government procurement policy and the standardization problems of evaluation method, and strengthen the system guarantee to realize the widespread application of cost effectiveness evaluation to pur- chase technology procurement.
