关于切实加强自然保护区有效管理的思考

摘　　要：当今中国,有诸多的法律法规规范着人们的行为,其中有不少涉及自然保护管理的条文,但真正关于自然保护区建设与管理,只有一部专门法规,就是《中华人民共和国自然保护区条例》。笔者认为,自然保护区的管理,应当切实拿起法律这个武器,采取依法管理与加强内部管理相结合的方式,提高政府官员保护认识,强化自然保护区工作人员意识,充分发掘内部人力资源,调动各方面积极因素,建立内部管理长效机制,形成攻不破打不垮的坚实堡垒。只有这样,自然保护区所开展的科学研究、自然保护等工作,才更为科学、积极和有效。There are many laws in China to regulate human behavior.The management of nature reserves is affected by some of the laws but only one law specifically refers to reserve management,the Regulations on the Nature Protection Regions of People＇s Republic of China.To manage nature reserves,we should use the law as a tool and manage according to the law in combination with enhanced internal management.To form an unassailable and unbeatable solid fortress for nature reserve management, we should improve awareness among government officials and nature reserve personnel,fully exploit internal human resources,mobilize all positive factors,and establish a long - term internal management mechanism.Only in this way can scientific research and nature protection work in the reserve become more effective,scientific and positive.
