摘　　要：经过30多年的政策引导和法律调整,日本在新能源开发利用方面取得了长足的进步,为日本发展低碳经济和实现低碳社会奠定了坚实的基础。因而,研究和借鉴日本在促进新能源发展方面的政策和法律对我国有着重要的现实意义。After more than 30 years of policy guidance and legal adjustment, Japan made considerable progress in the development and utilization of the new energy and laid a solid foun- dation for the development of low carbon economy and low carbon society. Therefore, it is of ira- portant practical significance for our country to study and learn from Japan＇s policy and law in promoting the development of the new energy.
