摘　　要：公益性和积极性均衡是当前我国公立医院改革的必然选择。政府从供给方式、管理体制和职能转变三个方面对公益性与积极性均衡发生影响。因此,优化政府供给方式、变革政府管理体制和加快政府职能转变是实现公益性和积极性均衡的突破口。The equilibrium between public welfare and initiative is the inevitable choice of public hospital reform. Government from the supply system, management system, and function change in three aspects of public welfare and initiative affected equilibrium. Therefore, optimizing government supply system, changing government management system, and accelerating transformation government functions is a breakthrough in the equilibrium between public welfare and initiative.
