摘 要:为了科学地制定城市居民阶梯电价,以拉姆齐定价策略为指导,基于阶梯电价设计原则及居民阶梯电价指导意见,建立了基于社会福利最大化的城市居民生活用电阶梯电价模型,并以北京市为例,依托民生保障、供电公司利润和节能效益三个评价标准对城市居民生活用电不同阶梯定价方案进行了比较。结果表明,阶梯定价方案明显优于单一定价方案,且第二种定价方案相对最为合理,在保障民生、弥补供电公司利润的同时,对居民用电行为产生合理性约束,减少了终端能耗。In order to establish scientific step pricing program for urban residential electricity, based on the design principles of step pricing and guide suggestions, step pricing model of urban residential electricity based maximum social welfare is established by using Ramsey pricing strategy. And then the different step pricing programs for urban residential electricity re ferring three evaluation criterions, such as people's livelihood security, power supply company profits and energy savings benc fits, are discussed by taking Beijing city for an example. It is concluded that the step pricing program is obviously superior to the single pricing scheme, and the second is the dominant program in safeguarding people's livelihood, making up profits of power supply company, restricting residents electricity consumption behavior and reducing the terminal energy consumption.
