承接产业过程中创新要素集聚的区域引导策略

摘　　要：在承接产业转移过程中集聚大量创新要素是快速提升区域创新能力的有效途径,其中,政府的引导策略对创新要素的集聚非常重要。承接产业转移过程中政府引导创新要素的集聚可分为要素吸纳、要素布局和要素融合三个阶段,文章分析了各阶段政府的引导目的和工作重点,指出承接产业转移过程中区域创新能力的提升应遵循"要素流入-要素布局-要素融合-功能发挥-能力提升"的阶梯演化路径,并在创新环境优化、人才机制完善和产学研合作创新推进机制构建三个方面提出相关了建议。Agglomerating massive innovation elements in the process of undertaking industrial transfer is an effective means to promote the regional innovation ability rapidly, and the guidance strategies of the government are very important for the agglomeration. The government guided agglomeration of innovation elements can be divided into three stages, elements absorption, elements distribution and elements integration. The guidance purpose and primary tasks of the government in each stage are an- alyzed and it is concluded that the promotion of regional innovation ability follows a cascade evolution path of elements inflow-elements distribution-elements integration-functioning-promotion in the process of undertaking industrial transfer. And some suggestions are given on the optimization of in- novation environment, the perfection of personnel mechanism, and the construction of cooperative in- novation mechanism among industries, universities and research institutes.
