摘　　要：尾矿库环境风险评估是尾矿库分级分类管理的基础,也是提高尾矿库环境应急管理效率和水平的关键。本文针对当前国内尾矿库环境风险评估研究方面存在的不足,在分析尾矿库存在的环境风险的基础上,探索性地建立了基于遥感监测和地面调查为一体的"天地一体化"尾矿库环境风险评估的技术方法。该方法在评价指标体系的构建中,特别考虑了外在地理时空环境因素和内在管理方面的控制机制因素,具有很好的时空性,同时有利于提高尾矿库运行管理者对降低环境风险的主观能动性;在评价模型的选取上采取相对评估模型,可操作性强。通过在贵州的示范应用,初步验证了该方法的可行性和实用性,为进一步建立尾矿库环境风险评估的相关技术规范和标准体系奠定了基础,具有较好的建设意义。Environmental risk evaluation is the basis of the management of railings pond at different levels and catego- ries and is also the key of promoting the quality and efficiency of environmental emergency management. In account of the insufficiency of related researches, based on the analysis of environmental risks of tailings pond, this paper makes an exploratory research in the environmental risk evaluation of the tailings pond and proposes evaluation methodology based on remote sensing monitoring and ground investigation. In the construction of the evaluation index system, this method takes into account the factors of the external geographic spatial and temporal environment and the internal management, and at the same time helps to improve the initiative of managers to reduce environmental risks. At meantime, in the selection of evaluation model, this method takes the relative evaluation model which is easy in opera- tion. At the end the paper takes Hongfu tailings pond in Guizhou Province as an example to prove the feasibility and practicality of the methodology. The research constructively contributes to the establishment and improvement of the specification and standard in the environmental risk evaluation of tailings pond.
