摘　　要："兵民是胜利之本"是毛泽东在《论持久战》提出的科学命题,意即军队与民众的紧密团结、相互支持是克敌制胜的最根本因素;"兵民是胜利之本"命题的提出有其背景和根据,也有其实现途径。在当前,"兵民是胜利之本"命题对于中国共产党如何领导广大人民群众从事社会主义现代化建设具有重大的启示意义。＂The army and the people are tile foundation of victory＂ is a scientific proposition put forward by Mao Zedong in his on protracted war. The proposition means closing ranks and supporting each other between the army and the people are the basic faetors to win the victory over the enemy. The proposition has not only its baekground and basis but also its ways of realization. At present, the proposition has its significance of enlightenment on how the Communist Party of China lead the people engaged in socialist modernization.
