摘　　要：由于在试点阶段的制度设计及实施过程中存在的一些主、客观不确定因素,有可能导致新型农村社会养老保险活动在预期目标上的负偏离,新型农村社会养老保险风险由此产生。基于新型农村社会养老保险全面风险识别的系统性原则、动态性原则、全面性原则、关键性原则、有效性原则及全员性原则,新型农村社会养老保险风险主要包括制度内生风险、制度外生风险及制度外部效应风险。Because of imperfect system design or implementation of the system affected by economic, political, cultural, historical and other factors, the system deviate from the expected target of the system, this arises new rural social old - age insurance risk. Based on the comprehensive risk identification on the target and principle, the risk factors of new rural social old - age insurance includes endogenous risks, exogenous risks and the external effects risks.
