从科研管理中的突出问题探讨深化科技体制改革的对策

摘　　要：针对科研管理中存在的突出问题,新一轮科技体制改革将在以下方面取得突破:科技体制改革目标定位的核心技术、创新驱动;决策体制的顶层设计、服务导向;资源配置的资源共享、合理配置;成果转化的产学合作、协同创新;科研评价的质量优先、分类评价;改革方法的系统推进、各得其所;人才激励的符合规律、求真务实;科研环境的创新生态、竞争优胜等。As to the prominent problems in the research management, the breakthroughs of the new round of S ＆ T system are in the following areas： Science and technology system reform targeting the core technology and innovation-driven, toplevel design and service-oriented for the decision-making system, sharing of resources and rational allocation for the allocation of resources, collaborative innovation and industry-university cooperation for S ＆T achievements transformation , priority of the quality and classified evaluation for the evaluation of scientific research, systematic promotion and the proper place for the reform methods, the lawful and pragmatic personnel incentives, competition and innovative ecological environment for the research circumstance.
