落实“2011计划”,加强高校研究生学风建设

摘　　要：近年来高校学术不端事件有增无减,导致学风不正的主要原因是制度约束不力,惩处力度不够,处罚主体不明。为了落实"2011计划",应加强研究生科学道德和学术规范教育,但更需加大实施他律制度的力度;惩处乏力无形中削弱了他律约束力,故他律、自律和惩处皆不可偏废;既要基于规章制度的实效,健全整个学术打假制度体系,又宜将此体系特别是惩处机制常态化。对2011年教育部出台的《处理办法》提出了几点补充建议。The academic misconducts in colleges and universities have been on the rise in recent years. The main causes are inadequate institutional restriction, light punishment for the misconducts and unclear objects of the punishment. The present article proposes that in order to carry out the ＂2011 Plan＂, education in academic ethics and academic norms should be strengthened and severe heteronomy should be exercised. It also points out that as light punishment may lower the effectiveness of heteronomy, heteronomy and self-discipline should be both reinforced and that while the fight-against-academic-fraud system should be improved, the system of discipline should also be normalized. Finally, it offers some suggestions for the implementation of the ＂Interim Approach for Handling Dissertation Fraud＂ issued by the Ministry of Education in 2011.
