摘 要:分析了英美等主要国家及其大都市住房租赁的现状及住房租赁管理的主要原则,结合中国住房租赁市场存在的问题提出了发展策略。住房租赁市场应该以中低收入阶层为主要服务对象,为其提供可负担和稳定的租赁服务。私人租赁和社会租赁都是房屋租赁的重要来源。住房租赁市场需要政府有效管理。在后高房价时代,在住房租赁管理上我国存在政府对自身责任和作用认识不到位的现象,政府应该在住房租赁管理上借鉴国外的成熟经验,大力发展社会租赁,建立健全住房租赁管理体系,避免消费者"无奈"购房成为房奴。This paper analyzes the major countries and metropolitans housing lease management and the main principles, combined with the problems of chinese housing lease market, and puts forward development strategy. Housing lease market should be to low-income class as the main service targets, provide affordable and stable rental service. Private and social lease are both important sources. Housing lease market needs effective manage from the government. In post- house-bubble period, the government should draw lessons from foreign mature experience, vigorously develop social rental, establish and improve the housing lease management, it analyzes the major countries and metropolitans housing lease management and the main principles, combined with the problems of china~ housing lease market, and puts forward development strategy. Hous- ing lease market should be to low-income class as the main service targets, provide affordable and stable rental service. Pri- vate and social lease are both important sources.
