摘 要:对比分析了我国和俄罗斯在油气长输管道站场安全方面的相关标准规定,指出了俄罗斯标准值得借鉴及我国标准比较先进的内容。俄罗斯标准在自动化消防系统、声光报警装置、储罐防火堤设计、输油泵房通风系统等诸多方面的技术水平均高于我国现行标准,我国标准在接地安全方面比俄罗斯标准规定的更为详细、要求更高,在周界安防方面,我国更是基于自主攻关,集成开发了先进的光纤周界安防技术,可以有效保障输油站场的安全,但相关标准有待进一步完善。Comparative analysis on the safety standards is carried out between China and Russia for pump station of oil and gas long-distance pipeline, the important contents in Russian standard and relatively contents in Chinese standards are given. Russian standards in the automated fire protection system, sound and light alarm device, tank fire protection embankment design, ventilation system of pump chamber and many other aspects are more meticulous than China's current standards, and however, Chinese standards in grounding safety are more detailed and rigid than Russian standards. In terms of environment security, China has developed the state-of-the-art fiber optic environment security technology based on independent research to effectively safeguard safety of pump stations, but relevant standards need to be further improved.
