摘　　要：社区是城市社会的基本构成单元,实现社区民主自治是社区建设的重要目标,也是我国城市建设的基础。十几年来,我国的城市社区建设取得了一定成绩,但是仍存在着管理理念陈旧、行政化表现严重、管理体制落后、城市社区自治功能弱和权力缺失等问题。因此,转变观念,改革现行的管理体制,规范城市社区管理,无疑是解决问题的重要途径。Communities are the basic units of urban society. Domestic self-ruling in communities is not only the important goal of community construction, but also the basis for urban construction in our country. During the past years, we have made some achievements in community construction. However, there are still some problems such as outdated management idea, serious administration, outdated management system, weak functions in urban community self-ruling, lack of power, and so on. Therefore, we should change our ideas, reform current management system, and regulate management urban communities, which are the important approaches to solve the problems.
