摘 要:目的:分析山东省基层医疗卫生机构综合改革财政补偿情况。方法:问卷调查2010、2011年度全省1 807所政府办基层医疗卫生机构财政补偿数据资料并进行对比分析。结果:山东省对基层医疗卫生机构财经补偿主要有5种方式,2011年实际到位补偿资金比2010年增长59.86%,在职人员经费和基本公共卫生服务补助所占比例超过70%。结论:全省多渠道的基层医疗卫生机构财政补偿机制已基本建立,政府投入大幅增加,财政补偿导向作用突出。Objective: To analyze the status of financial compensation on comprehensive reform of grassroots medical organizations in Shandong Province. Methods: Conducting a survey of 1 807 grassroots medical organizations owned by government in Shandong province and carriying out a comparative analysis. Results: There were 5 main financial compensation ways to grassroots medical organizations in Shandong Province. The actual compensation funds in 2011 have been in a 59.86% growth compared with 2010, and the proportion of funding for incumbents and basic public health services was over 70%. Conclusion: Multi-channel financial compensation of grassroots medical organizations has been basically established in the whole province. The government has a substantial increase, and the guiding role of financial compensation has highlighted.
