摘　　要：承包商进行海外工程投标决策指标体系研究时,应遵循体系的科学性原则、系统优化原则和通用可比原则。针对沙特阿美公司—法国道达尔公司某炼厂罐区总承包项目,组织市场开发、工程技术、技术经济、项目管理等多个专业参与,进行投标决策研究。选择系统分解和层次结构分析法构建指标体系,将体系分解为5个方面,包括沙特国家环境、项目业主、项目自身、项目竞争对手、承包商自身等,形成目标层、准则层和次准则层3个层次。As Contractors carry out study on index system of bid- ding decision for international project, the scientific policy, sys- tern optimization policy, and universal comparison policy shall be followed. Several specialties including market development, en- gineering technique, technological economics, and project man- agement are involved in the study of bidding decision for one re- finery tank farm EPC project o{ Saudi Aramco ~ Total Compa- ny. The index system is established using system decomposition method and analytic hierarchy process and it is divided into five aspects including national environment, client, project, competi- tor, contractor etc. Three hierarchies including objective level, first level and second leveI are formed.
