摘  要:高校二级教职工代表大会是学校教代会制度的补充和延伸,是贯彻落实全心全意依靠教职工办学指导方针的重要措施,是促进二级单位民主管理工作制度化、规范化、程序化,保障广大教职工知情权、参与权、表达权、监督权的基本制度和形式。建立和完善二级教代会制度,对于教职工依法对本单位工作行使民主权利,推动单位民主政治建设,促进单位的改革、建设、发展都有十分重要的作用。通过对二级教代会制度建设必要性的分析,结合实际,提出了二级教代会的实践探索、基本经验以及理论思考等。As the supplement and extension of the teachers' congress system, the second - level teachers' con- gress in colleges and universities is an important measure to implement the guideline of wholehearted running a u- niversity on its faculty. It is also the basic system and form of promoting the systemization, standardization and proceduralization of democratic management in second - level units and safeguarding the faculty' s rights of knowing, participation, expression and supervision. Its establishment and improvement is crucial for the faculty to exercise their democratic rights in accordance with the law, to the promotion of the democratic political construction as well as the reform, construction and development of their units. Through analyzing the necessity of the second -level teachers' congress system construction, this paper proposes practical exploration, basic experience and theoretical thinking with reference to the actual situation.
