行政监察体制改革探究

摘　　要：行政监察机关是行政系统内设立的一道抵御腐败的防火墙,在保证依法治国,维护行政机关正常运转方面发挥着重要作用。但我国的行政监察体制存在着监察机关缺乏独立性、监察法律不健全、监察工作透明度低等问题。因此,可以在借鉴国外议会监察专员制度的基础上,对行政监察体制进行改革优化。Administrative supervision organ is a firewall against corruption that sets up in the administrative system, it plays an important role in ensuring the rule by law, maintaining normal operation for the administrative organ. But there exists some defects in the administrative supervision system, like the supervision organ lacks independence , the supervisory law is imperfect and the transparency of the supervising is low , ect. We can reform the administrative supervision system by using experience of foreign countries parliamentary ombudsman system for reference.
