摘　　要：利用科层组织管理的优势,同时在高校管理组织机构中建立组织沟通制度,让两种管理模式互补,可以提高组织效能,加强高校内部学术权力与行政权力的沟通与平衡,完善整个组织的管理体制。In university management organizations, communication system of organizations should be established by using the advantage of management of hierarchical organizations. As the two management modes are complementary, the organizational effectiveness can be improved to strengthen the communication and balance between internal academic authorities and administrative powers, so as to perfect the whole organization＇ s management system.
