摘　　要：在我国社会发展的关键时期,要不断地进行社会管理创新并使其和社会的发展与经济的发展相适应。社会管理的最终目的是为了实现好、维护好、发展好最广大人民的根本利益。保障公民民主权利是社会管理创新的根本落脚点,社会管理创新是保障公民民主权利的重大举措,实现社会管理创新与保障公民民主权利的良性互动是学界需要研究的重大理论和实践问题。In the critical period of development of our society, it is necessary to keep social development adapted with economic development through the social management innovations. No matter how the social management innovates,the ultimate goal is to achieve, maintain and develop citizen＂ rights. Protection of citizens democratic rights is the basic foothold of the social management innovation. Social management innovation is a major initiative to safeguard the democratic rights of citizens. The realization of social management innovation and the protection of citizens democratic rights is an important theoretic and practical problem that needed to be studied in the reality.
