摘　　要：将宁夏节水型社会建设分为北部引黄灌区、中部干旱风沙区和南部黄土丘陵沟壑区3大区域,根据不同区域水资源条件,初步确定了3大区域节水型社会建设的模式和不同行业节水型社会建设的重点工作。北部引黄灌区采取农业节水为主,工业节水为辅,生活节水和非常规水源利用为补充的节水措施,实行各行业用水总量控制;中部干旱风沙区以改善中部干旱带生态环境为主,采取调水和雨水集蓄方式,实现黄河水、当地雨洪水资源的优化配置;南部黄土丘陵沟壑区以恢复生态环境为重点,加大水土保持的工作力度,适当开发利用水资源。Ningxia water-saving society is divided into three major regions of the Yellow River irrigated region in the north, arid sand region in the central part and the loess hilly region in the southern part, depending on different regional water resources conditions, the construction modes of the three major regional water-saving society and the work focus on water-saving in different industries were identified initially. In the Yellow River irri- gation region in the north, agricultural water saving is taken mainly, supplemented by industry to save water, the domestic water wili be protected and to take measures of unconventional water using, total water amount conlrol will be implemented. In the central arid sand region, it improves the arid ecology environment mainly, takes a diversion and rainwater harvesting, and achieves optimal allocation of water resources of the Yellow River and local rainwater. In the southern loess hilly region, it focuses is to restore the ecological environment, increase the efforts on water and soil con- servation, develops and utilizes water resources properly.
