中石油苏丹项目应对南方公投安全风险的应急预案与实践

摘　　要：我国企业的海外项目在不断取得经济效益的同时,企业和员工面临的社会安全风险也在逐步升级,社会安全问题日益严峻。中石油苏丹项目处在一个高风险的作业环境,苏丹南北之间关系长期紧张,2011年的公投举行为双方原本紧张的关系又增加了诸多不确定因素,也给中石油苏丹项目带来很大的社会风险。以中石油集团公司应对"苏丹公投"事件为例,主要介绍中石油集团为防范可能发生的各种社会安全风险,保障员工人身安全,企业要做好提前准备,全面部署,组织在苏所有单位建立健全应急预案,落实应急资源,广泛开展演练,以平稳应对南苏丹公投和过渡期的应急预案与应急实践,探讨了海外项目应对社会安全风险的具体措施。Enterprises overseas projects are facing the social security risks,the business and the employees are also the escalation of the increasingly serious problem of social security.Operating environment of the oil in the Sudan project in a high-risk,long-term tension in relations between north and south Sudan,in 2011,a referendum was held originally strained relations between the two sides has increased many uncertainties,Petro China Sudan project a great deal of social risk.In this paper,the oil group companies cope Sudan referendum event,for example,introduces CNPC prepared in advance in order to forestall the possibility of a variety of social security risks,protect the personal safety of employees and companies to do the full deployment of all units of the organization in the Soviet Union establish and improve emergency response plan,the implementation of emergency resources,and extensive drills,a smooth contingency plans to deal with the South Sudan referendum and the transition period and emergency practice,discussed specific measures to deal with the social security risks in overseas projects.
