摘　　要：苏联共产党是苏联这个联盟大国的缔造者和领导者,是这个大国唯一的执政党、领导党。党领导着国家、政府、军队各种力量,领导着社会生活的各个领域,构成"党国"体制,这是一党制国家最显著的特征。因此,在苏联,党、国家与意识形态、社会制度就拴在了一起,一荣俱荣、一损俱损。正是在这个意义上说,苏共衰败是苏联剧变的关键性因素。科学地剖析苏共执政体制的弊端和后果,有助于加深认识和把握共产党的执政规律,维护我们党和国家的长治久安。The Communist Party of the Soviet Union is the founder and leader of the Soviet Union,and the only ruling party of the Soviet Union.The various fields of the state,government,military,economy and social life are under the leadership of the Communist Party of the Soviet Union,constituting the so-called ＂party＇s state＂ system,which is the most significant feature of the single-party system.So party,states,ideology,social systems tie together in the Soviet Union,sharing weal and woe.In this sense,the decline of the Communist Party of Soviet Union is the key factor of the upheaval of the Soviet Union.Analyzing scientifically the disadvantages and consequences of the ruling system of the Communist Party of the Soviet Union is helpful to deepen the understanding and mastering the communist party＇s ruling laws,and maintain long-term stability of the party and the country.
