摘　　要：经历了改革开放后三十多年的发展,特别是连续9年中央一号文件的颁布实施,中国的"三农"问题已经得到了部分解决,而"林业、林区、林农"的"三林"问题逐渐凸显。林农的组织化是未来解决"三林"问题的核心,因此有必要进行深入的研究。以黑龙江省林业合作社示范带动效应为研究切入点,通过界定概念,分析制约性因素,提出相应的解决对策,实现提高林业合作社示范社发展水平,最终带动整个黑龙江省林业合作社发展的目的。Experienced 30 years reform and open up, especially for consecutive 9 years the central first promulgation and implementation, China＇s ＂three rural＂ issue has been a partial solution. ＂For- estry, Forest, Foresters＂ problem is increasingly prominent. Foresters organization is the core of sol- ving ＂Forestry, Forest, Foresters＂ problem in the future. It is necessary to conduct in-dbpth study. Driving and leading effect of the Heilongjiang Provincial forestry cooperative is entry point for the stud- y, through defining concepts, analysis of constraining factors, the corresponding solutions to improve the level of development of forestry cooperatives demonstration community, and ultimately achieving purpose of leading the entire d forestry cooperatives development in the Heilongjiang Province.
