摘　　要：以规范性文件的广义解释为分析框架,将现行体育法规政策涵盖其中,其中体育行政立法以外的规则可以称作其他规范性文件。在此基础上,将其他规范性文件作为本研究重点,探讨了体育规范性文件难以区分的原因,分类、效力、与规范性法律文件的关系以及内部行政文件效力外部化等一系列问题。通过研究,对体育行政立法以外的规则有了更深了解,它们具有"法"的类似属性或规范性,是我国体育法律体系的重要补充和细化。严格恪守这类规则的制定程序,努力避免这类规则与体育法规与规章的混淆。Using the generalized concept of regulatory documents as analysising tool, sport law and policy are put into it, among them, regulations outside administration legistation in sport field are called other regulation documents. On this basis, this thesis gave research to the cause of sport regulation documents that is difficult to distinguish, classifi- cation, and relation with regulation law documents, etc. from research, we gave deep understand to these regulations which have attribute of law, and are the important supplentment of sport law system. Formulating procedure of this regulations should be abidee by, avioding the confusion between this rerulation and sport law.
