摘　　要：权力只能在权力系统内运行。每一个独立的权力系统都有一个处在起始位置上的权力即主权,它产生和决定着其它权力,而不被其它权力所产生和决定。在权力系统外部,互相独立、平等的政治实体之间,只存在利权关系,不存在权力关系,因而主权的对外方面并不存在。所谓"主权的对外方面"实际上是自主权。主权属于权力,而自主权属于利权,两者不能混为一谈。Right can only run in its own system.Every independent right system has in its initial position a right called sovereignty that produces and decides other rights,and not vice versa.Beyond the right system,among equal and independent political entities,there exists only the relationship of economic rights,not the relationship of power.Therefore,outside the right system,there exists no external aspect of sovereignty.The so-called 'external aspect of sovereignty'is in fact autonomy.While sovereignty belongs to power,autonomy belongs to economic right.They should not be confused with each other.
