摘　　要：根植性是组织惯性的一种演进,是组织惯性势能的续存状态。产业集群的根植性虽然可以对产业集群的兴起和发展起到极大的促进作用,但其根植性壁垒有可能会成为外向型产业集群发展的羁绊,甚至成为产业集群创新机制僵化的根源。基于FDI进入东道国地方产业集群的视角,对地方产业集群的根植性壁垒及其影响进行研究,并就如何促进FDI落地生根提出对策。The embeddedness is a kind of evolution of organizational inertia and is the adaptation state of poten- tial energy of organizational inertia. The embeddedness barriers of industrial clusters can promote its development, but may become the fetters of the development of export-oriented clusters, even become the root of rigidity of the innovation mechanism inside the clusters. Based on the entrance of FDI into the local industry clusters in host countries, this article discusses the embeddedness barriers of local industrial clusters and their influences, and then argues the countermeasures to promote FDI entrance
