摘　　要：我国行政手段参与粮食宏观调控呈现出非降反增之势。核心原因是种粮收入长期偏低严重制约着市场机制的增强,以及我国粮食安全比较突出的个性制约着宏观调控经济手段作用的发挥等,宜从行政手段平抑粮食价格异常波动,以及相关的综合治理上下功夫。由于RFID农户结算卡系统有助于粮食市场机制与宏观调控中的多重信息不对称问题的解决,可以促使我国粮食宏观调控更多地使用经济手段等,因此理应引起相关行政部门的高度重视。The grain regulation and control by administrative means are used increasingly in China, which also causes negative effects increasingly. The core reasons are that income by grain--planting is low a long term, which seriously restricts the enhancement of market mechanism; that prominent characteristics of grain security in China restricts the functions of economic means during macro--control. Based on the above, administrative means should be adopted merely to climinate sharp fluctuation of grain price, and comprehensive treatment should also be paid attention to in grain regula tion and control. Farmer Balance Card System based on RIFD can help to resolve the problems of multiple information asymmetries between grain market mechanism and grain macro--control, and can make more economic means used in grain macro--control. So, the functions of Farmer Balance Card System based on RFID should be paid more attention to by related administrative departments.
