摘 要:新疆是典型的干旱半干旱地区,受气候、地理环境、工程及其他人为因素等影响,大部分地区连年发生持续性干旱。干旱灾害严重影响、制约了新疆农牧业生产乃至国民经济的持续发展。全面分析了该区域旱灾本质、成因及其发生规律,应对当前旱灾风险分担机制存在的问题,对旱灾风险分担机制进行了初步的探讨,提出了旱灾风险分担机制的具体措施,为实现农业减灾提供了技术支持。Xinjiang is a typical arid and semi-arid region.Persistent drought occurs year and year in most parts of Xinjiang which are affected by climate,geography,engineering and other human factors.Drought disasters seriously influence and restrict agriculture production as well as the sustainable development of the national economy in Xinjiang.This paper analyzes the essence,cause and occurring regularity of drought in this region and the existing problems of current risk-sharing mechanism responding to the current drought disaster,preliminarily discusses the drought risk-sharing mechanism and puts forward several concrete measures of drought risk sharing mechanism to provide technical support to achieve the reduction of agricultural natural disaster.
