低碳经济下公共工程项目绩效评价内涵探析

摘　　要：系统分析了低碳经济的概念和特征,并将其应用到公共工程项目绩效评价中,明确了低碳经济发展对公共工程项目绩效评价的要求以及绩效评价的目标。最后从技术绩效、经济绩效、社会绩效、生态绩效和可持续发展绩效五个方面分析低碳经济背景下公共工程项目绩效评价的内容,提供了低碳经济下的公共工程项目绩效评价体系的大体框架。为进一步从低碳经济的角度对公共工程项目绩效评价具体指标的建立提供参考依据。The paper systematically analyzed low-carbon economy’s concept, characteristic and application to public projects performance evaluation, clarified the requirements and targets, then, from the technical performance, economic performance, social performance, ecological performance and sustainable development performance, analyzed the contents of performance evaluation under the background of low-carbon economy, finally, provided a general framework to public projects performance evaluation. We hope that it’s helpful to establish further performance evaluation index.
