摘　　要：构建以社区卫生服务站为基础,社区卫生服务与预防保健机构分工合理、协作密切的新型城市卫生服务体系,对于落实"预防为主,防治结合"的工作原则,优化卫生服务的服务结构,方便群众就医,减轻费用负担,建立和谐的医患关系,缓解群众看病难、看病贵的问题都具有非常重要的意义。2007年以来,上海市卢湾区社区综合防治工作经历了社区卫生服务站健康档案建立与完善、社区卫生服务站"示范点"创建、社区卫生服务站规范化建设等阶段的工作历程,明确社区卫生服务站公共卫生服务内容,强化社区卫生服务站公共卫生服务管理,规范社区卫生服务站公共卫生服务工作方法,建立社区卫生服务站疾病预防控制工作考评体系和标准,形成一种社区卫生服务站公共卫生服务管理新模式,提升社区公共卫生服务能力,促进国家基本公共卫生服务项目均等化更好地实施。The building of a new type urban health service system featured in rational division of labor and close cooperation between community health service and prevention and healthcare institutions on the basis of community health station is of great significance for the launching of the working principle ＂prevention first and integrating prevention with control＂,optimizing of health service structure,making health service accessible for people,reducing health service cost and establishing harmonious relationship between patients and doctors to alleviate people′s difficulties in seeking treatment.Since 2007,the community in Luwan District of Shanghai has established health records,demonstration stations and implemented standardized construction,and has also defined service content,enhanced service management,standardized the methods of service and established assessment system for disease control and prevention,making a new type public health service come into being,which is conducive to the improvement of public health service and the implementation of national basic public health services.
