摘　　要：本文以211大学调研数据为例,对我国高校图书馆数据库使用管理现状进行了分析,包括IP地址被封情况、数据库使用管理政策发布情况、过量下载处理情况等。在此基础上,文章从服务用户角度,在承担"告知"和解释责任、采用防止过量下载技术以及改进管理政策告知方式等方面,提出完善图书馆数据库使用管理措施的建议。This article analyzes our university library database using management status on the investigation and analysis of 211 universities situation of IP address blocked, database using management policy issued and excessive download process. In order to improve library database using manage- ment, from the perspective of service users, this article puts forwards some suggestions that libraries and database providers should undertake the re- sponsibilities of ＂telling＂ and explaining, and take the technologies of preventing excessive downloading and improve the ways of inform the content of management policies.
