摘　　要：21世纪是开发海洋的世纪．目前海洋权益纷争不断的根源之一就是因为辽阔的海洋、深邃的海底蕴藏着丰富而巨量的资源。The exploitation of deep-sea mineral resources is an important strategic way to resolve the world's metal resources crisis.The deep-sea strategic mineral resources possess the attribute of 'public goods'.However, the negative external effects come from international maritime disputes and damage to the marine ecological environment.
