摘　　要：通过对基层中医医院人员、服务能力、基础设施及设备等状况的阐述,分析新医改背景下基层中医医院发展存在的困难和不足,提出破解制约基层中医医院发展瓶颈的思路和对策。The difficulty and shortcoming existed in the development of TCM hospital in the grass-roots unitwere analyzed under the background of new medical reform through illustrating the staff, service, infrastructure and facility of TCM hospital, therefore, we put forward the thinking and countermeasures of eliminating the bottleneck, which restricts the development of TCM hospital in the grass-roots unit.
