大学生“村官”计划与新农村建设的现状、问题及反思——以铜川市耀州区为例

摘　　要：农村、农业和农民问题是当代中国经济和社会发展的突出问题。实施大学生"村官"计划,大力推动新农村建设,是新世纪党和国家的重大战略选择。在新农村建设中实施大学生"村官"计划,一方面可以为党和国家培养一批扎根基层、具有实践经验的干部队伍,另一方面也可以发挥大学生的特长和优势,有力推动新农村建设的进程。陕西省实施大学生"村官"计划已有5年,取得了许多成果,但也存在着不少问题。本文基于实地考察和调研,就大学生"村官"计划和新农村建设的现状和问题进行探讨,并提出了针对性的反思建议。The countryside, agriculture and farmers problems are the prominent problems in contemporary China＇s economic and social development. The implementation of the college students ＂village official＂ plan and vigorous promotion of the construction of new countryside are a major strategic choice of the party and the state. Implementing the college students ＂village official＂ plan in new rural construction can cultivate the cadres with practical experience, and full play the students＂ specialty and advantage, vigorously promote the progress of the new rural construction. Shaanxi implement college students ＂village official＂ plan has been for 5 years, and made many achievements, but there are still many problems. Based on-the-spot investigation and research, the paper discusses the current situation and problems in college students ＂village official＂ plan and the new rural construction, and puts forward the corresponding reflection.
