摘　　要：阐述了我国创建"公交都市"的宏观背景和重大意义,给出了"公交都市"的定义和内涵,讨论了"公交都市"的目标与指标体系,初步提出了建立"公共交通服务品质指数"和"公交都市"保障措施的建议。The paper elaborated the macroeconomic background and the significance of our country to create ＂Transit City＂, given the definition and connotation of the transit city. It also discussed the objectives and targets of the transit city system, proposed the establishment of the ＂index of the quality of public transport services＂ and the construction safeguards of transit city.
