发达地区城市社区管理体制双重化转型实证研究——基于对苏州社区管理体制的调查

摘　　要：文章认为,鉴于社会管理重心下移需要调整社区角色,"三区三城"建设对社区管理提出了更高要求,城市人口二元化结构使社区管理面临新问题,在经济社会发展为社区管理体制进一步调整优化提供了必要基础情况下,苏州社区管理体制迎来调整重构窗口。文章指出,社区居委会行政化、完全自治、社区事务纯粹购买服务等设想,不符合社会管理体制改革方向、不切合苏州实际,现实的可行方案应该是向"准事业+准自治"转型。这一转型的主要内容包括机构设置梯次化、职权分解明晰化、重要岗位职业化、专职人员事业化、一般事务社会化和考核监督立体化。In the view of the main part of the community management to adjust the role of community management, the development of basic modernization needs a higher requirement. The dual structure of the urban population brings new problems in community management. Under the background that the economic and social development provides the community management system with conditions, the reform of the community management system in Suzhou is now being implemented This paper points out that the ideas, such as administration, complete autonomy of community and purchasing services in community affairs, can＇t meet the requirement of social management system reform and the reality of Suzhou. The proper way for the reform is to transform towards ＂to be enterprise ＋ to be autonomy＂. The main contents of this transformation include the rational institutional settings, clear terms of position, professional positions, career-oriented professionals, socialization of general services, supervision and evaluation in all round way
