摘　　要：数字环境下的FDLP面临信息存取范式、数字鸿沟和成员馆积极性下降的冲击。FDLP从信息公共接入、web存档、信息真实性、公众素质和个性化服务等方面进行功能拓展。为我国图书馆界带来寄存制度实施、建立中央协调机构、弱势群体保障、专项培训、立法推进和整合技术等参与政府信息公开的有效启示。In the digital environment,the FDLP facing the impact of the information access paradigm,the digital divide and reduced the members of the library enthusiasm.FDLP conduct function expand from the information public access,the web archive,the truth of information,the Public quality,the personalized service and other aspects.Bring effective revelation for our libraries in the storage system implementation,establishment of a central coordinative institution,the status of the less-privileged group,the professional training,legislation driving,integrating technology,participation government information publicity.
