摘　　要：文章总结并分析影响我国机构库发展的因素,认为制约我国机构库发展的关键问题是政策因素,如果缺少政策的支撑,就无法建立稳定持久的机构库;根据政策发布主体的不同将政策因素划分为三层,分析各层之间的关系及其影响力,借此引导我国机构库建设步入良性发展阶段。In summary and analysis of the influence factors in the development of China′s institutional repository,the author concluded that policy factors are the key restricting factors.We will not be able to establish a stable lasting institutional repository when lack of policy support.According to the different main body,policy factors are divided into three layers.Each layer has different important degree.
