摘　　要：地市级公共图书馆要以文化权益保障和满足文化需求为己任,以市图书馆为中心,以区县馆为主干,以分馆和流动站点为节点,以流动服务为补充,政府主导、合理规划,拓展路径、延伸辐射,建设队伍、优化服务,构建多元化、复合型服务体系。The city public library needs the protection of cultural rights and interests and meets the cultural needs as its responsibility. Treating the city library as the center, the district and county the library as the trunk, branch- es and flowing sites as the node, and the flowing services as complement, and under the leadership of the govern- ment, plans should be rationally made, new paths should be developed, the radiation should be extended, the team should be built, services should be optimized, and a diversified composite service system should also be construct- ed.
