摘　　要：党的十八大报告指出要坚持富国和强军相统一,加强军民融合式发展战略规划、体制机制建设、法规建设,从而进一步明确了推进军民融合式发展的指导原则和建设重点。以此为契机,深入探讨中国特色军民融合式发展模式的价值理念、运行机制与政府功能,对于深入推进中国特色军民融合式发展,无疑具有重要意义。The report of the 18th CPC national Congress points out that we should continue to combine efforts to make the country prosperous and the armed forces strong and strengthen strategic planning, system building as well as related laws and regulations to boost the development of military and civilian sectors in an integrated way. In view of this, a further discussion of the value idea, the functioning mechanism and government functions of the military and civilian integrated development mode is of great significance to such development with Chinese characteristics.
