摘　　要：在钢铁企业面临产能过剩、低盈利的时代,建立以巴纳德法和德尔菲法为本的自主创新管理体系,培育创新人才,发展创新工艺和产品,提高企业生存能力,是实现转制改型、结构调整和升级换代的重要举措。The iron and steel enterprises are stepping to the era of excess-capacity and low-profitability, so establishing indepen- dent innovation management system of Bamard and Delphi method-oriented, training creative talents, developing innovative processes and products and improving the survival ability of enterprises are the important action to perform structural reform, restructuring and upgrading.
