摘 要:由于物品之间存在互补效应,往往投标者会将几个标的物作为一个组合标进行投标。这一方式在传统的多物品电子采购中仅仅从价格或成本的考虑来确定竞胜标,因而无法同时解决采购中的多属性问题。在网络技术的支持下,这种组合招投标的采购模式已经成为可能。通过以最大化采购方的效用为目标建立数学模型,并运用禁忌搜索算法进行求解,可满足多属性决策的招投标方法要求,解决电子采购中对于具有互补效应的多物品多属性的竞胜标确定问题。但由于问题自身的复杂性,对此类问题的研究处于起步阶段,对于多属性间的关系研究,多属性评价方法的改进,以及求解方法的研究与计算效率的提高等问题还有待于进一步解决。As there is a complementary effect between objects, bidders usually bid by combining several subject matters as a bid group. In this way, winners are determined only in terms of price or cost in traditional e-procurement of multi objects without solutions for the prob- lem of multi-attribute. However, with the support of Internet technology, e-procurement by combinatorial bidding has come true. Targeting on maximizing the utility for purchasers, to set up a mathematical model and solve with tabu search algorithm could meet the demand for multi-attribute bidding and help decide the winner for multi objects with complementary effect and multi attributes. Thanks to the com- plexity of this problem, the study of it is still in starting phase. In addition, relations between the attributes, improvement of evaluation ap- proaches of the attributes, calculation methods and increase of calculation efficiency need to be studied as well.
