省级公共图书馆部门设置与管理研究

摘　　要：图书馆管理问题是图书馆学研究和图书馆实证研究的重要内容。目前省级公共图书馆的部门设置和管理因袭旧制未完全适应图书馆学理论和实践的发展变化,部门设置与管理参仿公务员系统重复现行政体制弊端,部门设置与管理缺乏制度化引导和制约。因此,省级公共图书馆应加强部门设置与管理理论和实践的研究,全面落实竞聘制和任期制原则,强化部门责任制管理,职能部门推行扁平化管理,推行工作室工作制度。Library management is the important content of the library science research and the library empirical reseamh. At present, because of the influence of the traditional system, the department setting and management of provincial public libraries hasn＇t adjusted to the development of the library science theory and practice. Because the department setting and management imitates the civil servant system, it reflects present disadvantages of the administrative system. The department setting and management is lack of the institutionalized introduction and restriction. Therefore, provincial public libraries should strengthen the research on the theory and practice of the department setting and management, carry out the principle of the competition system and the appointing system roundly, strengthen the responsibility system management of the department, carry out the flat management of functional departments, and carry out the studio work system.
