摘  要:碳捕集技术是现阶段电力行业实现低碳目标最重要的手段之一,同时碳捕集电厂具有良好的运行特性。目前制约碳捕集技术在电厂应用的主要原因是建设成本和运行成本过大,所以制定与碳捕集技术发展相配套的激励措施和机制已经成为实现低碳电力发展的关键。首先分析了碳捕集电厂具备的优良运行特性及其为风电等间歇性电源并网提供备用资源的能力;接着分析了电厂碳捕集系统的成本构成对火电厂能耗和发电成本的影响,总结了在碳捕集技术发展的各个阶段,政府应分别采取的相应的行政手段和一定的市场机制提高碳捕集电厂的经济竞争力;针对碳捕集技术发展的不同阶段,分别建立了各个阶段适应不同政策机制的低碳调度决策模型,这些模型均以机组出力和碳捕集量为优化变量。最后通过仿真算例,证明了在多阶段过程中所提模型的有效性和适用性。Carbon capture technology is one of the most important means to achieve low-carbon target in power sector at the present stage,meanwhile carbon capture power plants also possess good operating characteristics.At present,too high construction cost and operation cost of carbon capture technology are just the key points,which restrict the application of carbon capture technology in power sector,so it is the key problem for the development of low-carbon electricity to draft incentive measures and mechanism matching with the development of carbon capture technology.In this paper,firstly the remarkable operating characteristics of carbon capture power plant and its ability to provide backup resource for intermittent power generation such as wind power generation and so on are analyzed;secondly,the impacts of cost structure of carbon capture system installed in power plant on both energy consumption and generation cost of thermal power plant are analyzed,and corresponding administrative means and certain market mechanisms that should be taken by government at different development stages of carbon capture technology to enhance the economic competitiveness of carbon capture power plant are summarized;thirdly,according to different development stages of carbon capture technology the low-carbon dispatch decision models adapting to different policy mechanisms adopted in different stages are built respectively and in these models the unit output and carbon capture amount are taken as optimization variables;finally,the effectiveness and adaptability of the built models are verified by simulation results of IEEE 30-bus 6-machine system.
